My mother is a physicans assistant at the Job Corp in L.A.,C.A. .She is very angry about the lack of supplies?

She has worked there for many years and is asstounded at the lack of the basic things needed to insure the clients health.Today she was without a light bulb,speculums,birth control and medicine for stds.She told the charge nurse,that blamed it on other nurses and around and around,no one is taking responsibility.This is a very dangerous situation.Any suggestions to whom she can go to for help?Thanks in advance.
